Encouragement of India's Public-Private Partnerships by ADB
The Asian Development Bank(ADB) has stepped ahead for helping India in boosting the infrastructure projects with the motive of attracting investment from the private sector with the modality of the public and private partnerships (PPP). The ADB has extended their aid towards central and state governments of the nation in respect of their different projects with the capacity building in the field of public-private partnerships. The release of the ADB has stated that the"The Japan Special Fund, through ADB, will provide a $2 million technical assistance grant to help government agencies in India develop a number of pilot PPP projects which can eventually serve as models for future projects. All infrastructure sectors covered under this initiative include urban development, transport, water, health and education sectors.". The technical assistance outlines, 'project development', which covers various factors of projects structuring, including of the institutional, financial, legal, social, commercial, environment and technical structuring directed towards the competitive bid process with the aim of attracting and encouraging private sector participation. As per the planning commission of India, the present infrastructure deficit needs the massive up for the infrastructure in context of the spending of 8 per cent of the gross domestic product(GDP) from 4.7 per cent, current GDP, for meeting the targets set by India towards the growth and poverty alleviation. It has been estimated that the India is in need of nearly $500 billion funds for investing in infrastructure between the time period of 2007-2012. It is comparatively a large amount which is not possible to be met by the private sector enterprises alone. The technical assistance provided by the Asian Development Bank with the corpus fund for fastening the shelf of the infrastructural projects would be complemented with the India's Infrastructure Project Development Fund (IIPDF). The IIPDF is the facilitation of services which are provided by the Indian government. The ADB is already busy in providing support to the India's plan for bridging the gap between the private and public sector and in towards encouraging partnerships between them with the help of two advisory grants of the technical nature. As per the projection the Indian government is more likely to give $5.7 million from the IIPDF. The said amount would be paid project by project. All the project sponsor agencies are supposed to pay $50,00,00 with the purpose of covering the project specific facilities related to the office, administration and workshop. Indian government is showing much interest towards framing the partnerships between the public and private enterprises as the New Delhi has already make their classification in relation to the various potential projects and have identified them as their pilot projects. The government has took the assistance from the ADB-PPP cells. Such cells have been formed at the level of state governments and central line ministries. Above all, the vast experience of the ADB towards the infrastructure sectors, institutional and financial reforms is hoping to bolster the PPP growth in the Indian territory"The ADB-IIPDF partnership will play a crucial role in actually demonstrating the benefits of PPPs through setting forth replicable PPP models with well-balanced risk and bankability structures. These should catalyze much needed private sector capital and efficiencies along with competitive commercial co-financing into the infrastructure sectors and eventually help promote equitable outreach of infrastructure services to the common man". Further quoting down the Senior Infrastructure Finance Specialist (PPPs), Mr. Anouj Mehta, the ADB release said "The ADB-IIPDF partnership will play a crucial role in actually demonstrating the benefits of PPPs through setting forth replicable PPP models with well-balanced risk and bankability structures. These should catalyze much needed private sector capital and efficiencies along with competitive commercial co-financing into the infrastructure sectors and eventually help promote equitable outreach of infrastructure services to the common man".
